Well maintained roads interconnect the settlements in Serval, It's capitol, Skaraysk serves as a center of inland trade. Resources are being fed to Dubkov to develop Serval's first ocean facing settlement.

    Duke of Beauty (Charm - Love) LN / LG / LE / NG / N

        Long Ago, when Skaraysk was only a town with a fountain.

            A merchant from Kokoloty traveled from the west, through Votel and Kovesto. Picking up spare timbers and furs, rare herbs and smoked meats. 

                Their arrival at Skaraysk left them peddling goods but with no common language and thus - no deals to be had.

            

            But the area, the space around. Crested just by a valley of hills, in a grassy land of without half-fallen trees.

                A twinge in their heart. Love for this land.


            On their second return, no luck again for trade. Something stifled them through the woods on their way in...stumps by the dozens, left bare to rot in open sky.

                A travesty to see. Land to be used to expand, with no care for repercussions. Deep-rooted nasty trees cut down as easily as young ones. Something for another generation to suffer.

                And yet, still no deals.

            

            On their third trip to this town, a local was seen squatting by the fountain side. Inscribing a word on its concrete perimeter, and a picture.

                All around this fountain, were symbols. A cypher of the local language.

                A first deal secured, with the trust of this community.

            

            But should they leave, would more of this forest be cut again? This should be a place for all to see.

                They courted the local logging families, convincing them to focus on the value of finished goods of timber instead of chopping away the land.

                And a promise to ensure they would be sold.


            This commitment caused them to step back out into the world.

                They headed north, into the fertile lands of Kapsia. Where the forests grow faster than they can be cut.


            From there, they forged trade agreements and convinced merchants to bring their lumber to Skaraysk, with a cut of the profits.

                And thus, the town grew. The forest was preserved.

                

            But the merchant was not done. They had a vision for this town.

                So they named themselves, the Duke of Beauty. And they set out to make this town a place of wonder.


        In time, Skaraysk would grow, and the Duke of Beauty's deals would lead to a great estate. The title was passed down throughout the family, with the public honor of "upholding the beauty of the state".

            

        - Responsible For: Preserving Skaraysk's Beauty, Keeping Serval Magnificent, Preventing Vandalism

        - In charge of their Prosperity Police: a small paramilitary bodyguard squad that performs extrajudicial acts on behalf of the Duke.

            -- rarely utilized outside of Skaraysk, where they help with petty crimes or remove rotting businesses.

        - Key Industries: All, due to seeing the connection between them.

        - Inherited: Bloodline, to the living oldest of the next generation. 

        - Revokable: Another family can challenge the current Duke to being lazy & kick them out of the estate.

                



    Master of Mint (Trickery - Greed) LE / LN / LG / N / NE

        Trade would find itself another issue - the coinage of the world had no producer.

            A business venture for a creature of the night, exploring the open caves of the southern Kapsian mountains. They discovered a vein of silver, laid claim to it, and went to Skaraysk to hire laborers. Since the Duke had forbade the use of local materials, some of the old mining workers were looking for a job. 

                

            Not too far for them to walk, the crew was sent a few days away into the mines as this bat began inventing. Given an estate near the edge of the city, the first Mint of Skaraysk was built; now not only the coins of Egland would be in circulation.


            The head of this Mint was deemed the "Master of Mint", and the title is passed through being the President of the "Sovereign Stamp".

        - Key Industries: Mining (All), Farming (Mints)

        - Inherited: Appointed by Sovereign Stamp to CEO. 

        - Revokable: May be revoked / reappointed by company board or public opinion.



    Viceroy of Ventures (Chaos - Whimsy) Any Alignment (Lawful Unlikely)

        But with these goods and wealth, innovation comes only when all circumstances meet.

            A local who had lived in Skaraysk as it started to truly grow. People from all parts of Tulsa Aria considered settling there, as word of mouth of easy goods grew.


            All the possibilities to experiment with, just a hand trade of coin away. But without coin, the innovators could not see their dreams begin...and fail. 


            They wandered to the Master of Mint. Demanded that money be shared and returned when it was easily made back.


            The first of many firms began to build up, making all sorts of materials that people may not want or need. All with the power of a Loan.


            But time did not help every venture. But it did result in funding the first mercenary's guild.


        - Responsible For: Financing new Loans, Seeking out Innovators

        - In charge of the Ideators, a special funds group that seeks out savants in the world and facilitates their uplifting at a price of their output.

        - Key Industries: All industries with a *, unlisted industries, Industries Undiscovered

        - Inherited: Public Opinion with the good graces of the Duke of Beauty, Up to two may be present. Typically successful business owners.

        - Revokable: The Luxarch formally decides when someone is no longer a Viceroy.


            


    Luxarch (Strength - Competition) LN / LE / N 

        Unemployment began to rise. Business ventures failed and unpaid debts.

            Money tossed away through investing. Everyone convinced they can earn back even more.

            

            The sudden starvation of wealth and the struggle of banks caused the Duke of Beauty to seek out the one responsible. They brought the Viceroy of Ventures to the people of Skaraysk, and the strongest mercenary of the time (pre-osimar) was hired to execute them.


            A crowd had gathered in the grown square of Skaraysk just by the fountainside. Most of the town was there. Arriving was the latest Master of Mint with a deadly gift.


            Granted a mighty executioner's axe from the Minter, this mercenary chopped into Viceroy's neck...

                and missed. Intentionally.


            They turned to the other two officials. 

                "We will learn from this one's mistakes. Then train another to work beside them."


            The Duke held a festival to decide who to make the second Viceroy, with no number to distinguish the two.


            Then appointed that mercenary to be the first 'Luxarch', ensuring that ventures are kept. A taxation system of properties bought in the city was set up, to fund a scaling private military account.


                The city had seen the first meeting of a council. Recognizing these officials was the word of the streets at first, but in the coming generations, their identities would fade...but not their influence.

        - In Charge Of: Country-To-Country Dealkeeping, Imports/Exports, Mercenary Funding, Property Taxes, Jailing Tax Evaders

        - Key Industries: Forestry, Farming, and recently, Mining (Iron/Steelmaking)

        - Inherited: Appointed by previous Luxarch, or passed through heredity unless otherwise appointed by the Duke of Beauty. Typically someone strong and Independent.

        - Revokable: The Luxarch may revoked through unpopular public opinion with a unanimous council vote.



    Chief Wayfarer (Artifice - Industry) Any Alignment 

        With all this industry, how could honest workers keep up with the bustle of goods?

            Traveling all the way from Romberson to Skaraysk, a lone quarryer discovered the roads were hard to traverse when wagoning through the country.


            In the grand city, they received the largest loan in history, and went off to contract a massive quarry just south of Udrodzid. 


            With each trip back, they would take a different route through the countryside. Laying bricks along the way. 

                While it took decades to map out the way between towns, people could travel easily.


            But come project's end, the Viceroy who gave the loan remembered a vital clue.

                They never asked how this paving project would raise money.


            The great quarryer was send to debtor's prison despite their old age. In time, more settlers flocked to the city and the rise of buildings and taxes doubled in a short era. 


            The council met, freeing the quarryer and appointing them as 'Chief Wayfarer' in their final years.

                Luckily, they took an apprentice, who would ensure their vision of an accessible world was followed.

        - Inherited: Appointed by previous Wayfarer, typically through apprenticeship. Otherwise appointed by the Luxarch.
