Governor Marcus Madrigal was the Annish Governor of Haven Towne at the time of the The Recall and the (assumed) fall of the Annwyn Empire. As a civilian he was not effected by the recall, but as the de facto ruler of Haven Towne (called West Haven at those times) he had to deal with the aftermath of the sudden military abandonment.
Madrigal was instrumental in saving Haven from collapse during those tumultuous times. He stabilized the government and raised a new citizen navy and militia to keep order and preserve the town from the rising tide of anarchy. He also put into place most of the governing structures of Haven many of which have persisted into the common era, including establishing the Great Council of Haven, the Sea Lords of Haven and establishing the powers of the Governor of Haven especially ensuring that office would be elective and not an inherited position.
Madrigal ruled Haven for over fifty years, later in his reign he was responsible for building Madrigals Wall ensuring the safety of the town, and near the end of his reign, leading Haven's expansion into the rest of Bonny Isle.
