The caster uses their magic to make the target perceive fear-inducing phenomenon as ridiculous and unthreatening. The caster picks a humanoid character capable of feeling fear within Range 8 plus casting modifier. If the target is unwilling to be affected by the spell then they must make a willpower saving throw of difficulty 12 plus casting modifier to avoid the effects. If they are willing or if they fail the willpower saving throw, they become immune to Fear effects for the next 2 plus casting modifier rounds. However, anytime this character would have had to do a saving throw against Fear, they burst out laughing and count as being Flanked for the remainder of the round.
