Minutes of the Imperial Council of City Governors Parliamentary Meeting - 7/4/3A 206

Notes

The Governor of Mor'Koc, as Speaker of the House and representative to the Grand City of Mor'Koc, calls the session into order.

Present: King Oberon Maoilriain, First of His Name, King of The Imperial Protectorate of the Kingdom of the Faerie Isle; Duke de'Valice of the Grand Duchy of Tir; Baron Vesha of the Barony of Vesh’Jar’Par; The Imperial Treasurer, Governor of The Imperial City of Gor’Raj’Ka and Chancellor of the Imperial Mint; the Ambassador of the Dwarves; Lord General Sesh, Govenor of Ska'Kil; Baron Brant of Na'Ka'Ve

First order of business: whether to discuss the usual petition about reinstating the monarchy of Tir.

All vote no with the exception of King Oberon abstaining, as per usual. Petition is dismissed.



Second order: third vote on officially instating A'Zul Sextus as the new Empress of the Imperial Troll Empire.

Duke de'Valice votes no, stating things are fine as is.

Mor'koc abstains, causing the Imperial Treasurer to also abstain. This should be the will of the people, not of the Empire.

King Oberon votes in her favour and criticises the assembly for their inability to realise that the Empire needs actual leadership.

Mor'koc acknowledges King Oberon's concern but states that he himself must remain neutral and in the spirit of democracy the will of the Council must not be overruled.

The Dwarves claim they are happy to vote for anyone in favour of trade agreements and the restoration of ancient Dwarven rights. Ska'Kil votes for anyone who promises to invade the Southlands. This loggerhead causes both to abstain.

Vesh'Jar'Par votes yes, for similar reasons to King Oberon.

 Na'Ka'Ve does not vote at all. No reason is given. 

Vote fails.


Third order: a call for the invasion of The Halfling Shires with the objective of capturing all its pies.

King Oberon points out that invasion of a neutral nation would constitute a war crime, and whoever commits severe war crimes, under Imperial law, will be punished by death. He is caught up discussing the finer points of charging soldiers with this if the commander gives the order to do so with the Dwarves for either of them to actually vote in the allotted time.

All others vote no, giving similar reason.

Vote fails.



Fourth: a motion to increase the debt ceiling by the Imperial mint

The Dwarves agree so long as the purity of coinage is maintained at a minimum of 99% pure.

Vesh'Jar'Par agrees.

King Oberon agrees.

Ska'Kil agrees.

Mor'Koc agrees.

de'Valice objects. No reason is given. 

Na'Ka'Ve agrees.

Mor'Koc is handed written correspondence from Fuk'Mar and Ja'Pa confirming their agreement with additional coinage by a courier. A vote is called to accept postal votes.

King Oberon votes yes, stating that all should have the right to have their say, otherwise a state has no right to call itself democratic.

de'Valice, Na'Ka'Ve, the Imperial Treasurer and Vesh'Jar'Par all vote against stating people must be presented in person.

The vote fails. King Oberon objects, questioning why the Imperial Treasurer voted against his own motion in the vote about postal votes. 



Final: Ska'Kil and de'Valice both request additional soldiers to replace losses. Ska'kil makes a statement that they know the placement of full legions is a reserved power beyond their control. de'Valice makes no statement of the sort.

All bar King Oberon vote yes.

King Oberon is still questioning the Imperial Treasurer, and loudly comments on how stupid it is for the Mint to vote against their own motion. Mor'Koc inquires to his somewhat stressed behaviour throughout the meeting, and King Oberon apologises and asks for a brief recess to clear his head, apologising for his irritability and citing the stress from the imminent divorce proceedings with Queen Titania.

Mor'Koc states that he understands but notes that this is the final vote on the docket. King Oberon returns to his seat to cast his vote.

He asks Mor'Koc, who he is sat next to, to repeat what the vote is on to him as he was not fully paying attention. Upon hearing it, he votes yes, though warns de'Valice about using the resources of the Council wisely, referring to rumours of him overstepping his power as the Duke of Tir. There are murmurs around the room agreeing with this remark.

Vote succeeds. Council meeting is adjourned.
