The Church of the Bone Lord was more strictly organized the closer one was to the headquarters in Tulmon.

The church was led by a council known as the Conclave of Doom that convened regularly in the Skullspires in Tulmon. Elder Dooms (the most senior priest of Myrkul today) form the membership of the Conclave of Doom and were in constant residence at Skullspires unless on some special mission elsewhere. Despite what sometimes seems like the hostility of the entire world focused upon it, the Church of the Bone Lord makes no war upon its neighbors, seeking to influence other nations through the subtle tools of espionage and persistent intimidation. Because the higher ranks no longer age, the Church’s leaders can afford to weave plots that span centuries. The entire Conclave of Doom lacks a sense of urgency about nearly everything. Now this system is disrupted and the location of the Conclave of Doom is unknown.

It is rumored that if an Elder Doom served Myrkul well during their tenure, that they would be recalled to service as a spirit residing in the Conclave of Doom as an immortal advisor, attached to the very temple itself.
