"Phlan. The city itself tells a story that is echoed by its people. As you approach the walls of this small city nigh forgotten in the north, you will notice that their construction seems cyclical. As though the walls were destroyed, then rebuilt from their ruins as a phoenix is reborn amidst its ashes. Such tells the story of the city's people. Each land, each culture, their people pride themselves on some virtue. 'We are the most noble' say the Comryrean. 'We are the most pure' say the Imskari. 'We are the most powerful' say the Thayans. Phlan however, prides itself not on its virtues, but on a flaw that they have wholeheartedly embraced. Some more poetically inclined might call it tenacity, though the city's people happily accept that of the breadth of Toril, the men and women of Phlan are the most stubborn. Should you tell a merchant in Podol Square that the sky is painted blue, the man will with forthright certainty and sureness inform you that you are misinformed, and the sky is a beautiful shade of red today. There is nothing a Phlanite loves more than a grudge. There is debate, on whom are the most vindictive people in our world. Some believe it is the Calimshites where a misspoken word is cause for a duel to the death. Some the Mulhorandi, where the shifting of a border is cause for three generations of war. I put forward however, that it is the humble people of Phlan. Steal an apple from a farmer of the Cinnabar lands, and fifty years later his grandson will find yours halfway across the continent, sock him in the eye and take three apples back.
While this makes them difficult, this intractability is a virtue when adversity rears its head. Phlan stands today, not by strength of arms, nor by wealth or power. It remains a fixture simply because its people refuse to not be. Phlan. A city in transition. Today, with the death of Lord Protector Anivar Daoran, the Knight Commander Ector Brahms was declared Lord Regent for the Cinnabar throne. His grasp on the throne was tenuous at best however, and as such still acts as the Knight Commander of the shrinking organization, the Black Fists and has declared martial law upon the city.
For now, the citizens are kept in line if by nothing but fear. Chaos is barely contained by the diminished forces of the Black Watch, with their grasp on the New City being only in name, as riots burn down the Lyceum of the Black Lord.
Trade has all but stopped in Phlan, and now guilds vie for control of the city to compensate for lost incomes. Wages plummet, and prices of goods and services skyrocket and worst of all, construction has stopped.
Phlan is a lawless, shabby remnant of what it once stood for. For over a millenium it has endured decimation at the hands of its enemies; now it's ironic that it stands at the brink of ruin by its own hand.
But at the bring, there is potential. Phlan is a city in transition, rumors fly across Toril that nearby is the cache for the hoard of the dragon queen. Adventurers flock to Phlan, seeking riches, fame, or to profit off those foolish enough to search for the first. In the flood of seekers, comes the potential for change. Will Phlan rise and restore itself to its glory, or will it plummet over the brink? Phlan after all, is a city in transition.”


Rules for Phlan
Travel: To reach Phlan, you can travel along the Black road eastwards from lerwick, spending 20 DTP if on foot, or 15DTP if on horseback. Continuous uninterrupted flight travel in a straight line along relatively clear airspace allows you to reach Phlan with 8DTP.
Society: Phlan operates under martial law, meaning that the government, being the Black Fists, attempt to control influx of both trade, assignments, and visitors into Phlan, requiring check ins at the gates with name and purpose. To attempt to sneak into or out of Phlan, you can attempt a DC 15 stealth check to not have your visit in Phlan recorded, or a DC18 deception check to fabricate an identity instead on check in.
Economy: Phlan is currently in an economic downturn. Purchasing items in the downtime logs while residing in Phlan is increased by 100% for a total price of double the PHB listed price.
Crime: Being caught in Phlan means facing a cruel system under martial law. While a few individuals in the Black Fists are still noble and work with honesty, corruption and tyranny are rife in the fists. Petty or serious crimes are met with imprisonment in Stojanow jail, while sedition or insurrection are met with immediate hangings come dawn. You can attempt to bribe a Fist, making a persuasion check and paying a bribe equal to 500-(The result of your persuasion check * 10)
Lodgings and property: Phlan suffers from a lack of construction, the ghettos of the New City being filled to bursting. Lodgings are five times more expensive for your quality of living, and purchasing or constructing a property costs twice as much gold though the same amount of DTP. Property owned in Phlan is not insured or protected by the hawthorne guild, nor can their benefits be used outside of the sessions in Phlan.
