Maybe their extreme ability privilege to dispense their justice quickly. However, despite the moral fiber of its institution the Fists are an unfortunate necessity. When you consider the dangers of Thar, the Thayans, and raiders from the Ride- The Black Fists are the only organization that takes up arms to turn back the tide of darkness that would wash over the Moonsea. The Knights of the Black Fists serve as the ruling government and standing military forces of Phlan.  Though the Fists control the old city district, the criminal elements of the city have ousted their control in the new city district of Phlan. 
The Fists are an organization rife with corruption. Tyranny, abuse, and bribes are all common among the rank and file of the Black Fists, with guardsmen often extorting visitors to the city. Even among the command elite of the Fists corruption has filtered its way through the ranks. The Knights Lieutenant, the command echelon below Lord Commander Brahms is filled with corrupt lieutenants that direct Brahms attention away from the city, and limit his ability to restore order to the city, keeping the chaos as status quo.

Commanded by the Ector Brahms, the Lord Regent of Phlan, the remnants of the Black Fist are charged with maintaining order and discipline in Phlan; a task they are not succeeding at. In the void of the leadership of the Cinnabar Throne, the Knights of the Black Fist have been empowered to act as judge, jury and executioner of the Lord Regent’s will. They dispense justice quickly and harshly and are both feared and reviled by the citizenry of Phlan. The lower ranks of the order are rife with corruption and the acceptance of bribes is common place. While rooted in the clergy of Bane, the Black Fist severed all formal ties decades ago; they still pay lip service, however.
