Council of Nine

Government

Tiera Minuut is ruled by a council of nine officials elected by various guilds and organizations throughout the city. The Council is the highest legal and political authority in the city, and decides the city's policies, laws, and handles its major political and economic relations. Generally, a majority vote is required to decide on matters, though more critical issues may require a supermajority or even unanimity.

The Council also handles matters of security, as the head of the city's armed forces. They commission mages from across the realms to help maintain and expand the magical barrier that keeps the city safe, and oversee the city's use of the Galestone


The Council's nine seats are decided during annual elections, as follows:


Three seats are elected by the various merchants' guilds and collectives operating in the city. As Tiera Minuut's economy is almost entirely mercantile, the resident merchants have the largest say in its policies. These councilors generally support endeavors and policies that will encourage prosperity and economic growth.

Two seats are elected by the artisan's guilds, as the skilled workers in the city are an integral part of its operation considering the difficulty in importing goods and the thriving adventuring business. These councilors are usually in support of worker's rights and keeping the working population happy, such that they'll be better able to support the city.

Two seats are elected by the landowning population of the city, given their wealth and influence in the city's politics and economics. These councilors have a reputation for corruption and it's not uncommon for their vote to be bought out by the highest bidder.

One seat is elected by the adventurer's guilds in the city. Many of Tiera Minuut's rarest materials are brought in by intrepid adventurers, and considering the number of services they patronize, the city would be very different without them.

The final seat is elected by the residents of the city who do not fall into any of the above categories; though non-landowners are the majority of the population, those who don't own land are generally poor and have little influence in politics or the economy.
