The Fubuki-class was created to close the gap between Japan and the superior industrial production of western powers, which could pour out battleships much faster than itself. At the time of their completion, they were the most powerful and effective destroyers in Earth, comparable to a light cruiser. The Pacific War saw the Imperial Japanese Navy being brought to heels by American naval and airpower; towards the end of the war, many Japanese crews defied tradition in surrendering to the Allies or deserting. At least three Fubuki-class ships sailed towards Oceanyka; some to find peace, others to continue a guerilla war through piracy. Regardless, in almost 20 years the Fubuki-class has been copied, modified and mass-produced eagerly within Oceanyka.

As a destroyer, the Fubuki-class can operate independently with no impediments. When attached to a fleet, its role is usually to screen and support capital ships, engaging with other screens, submarines and aircraft. The Fubuki-class, though designed in the 1920s, can still confidently outgun, outrun and outmanoeuvre even contemporary ships. However, its electronics are dated and hard to retrofit with modern systems.
