Xiao, officially the Great and Heavenly Xiao State, also called the Xiao Empire, or Qu Xiao, the Qu Dynasty or the Qu Empire after the ruling Qu Dynasty. Xiao is a large empire governed by an Emperor with a very complicated and strong bureaucracy which allows for convoluted but stable governance. In one form or another, Xiao has existed for millennia, though it has often gone through dynastic cycles. The various imperial provinces will shatter and be reunited by a dynasty which will rule for some time before it also falls. The Qu Dynasty is the 19th Dynasty of Xiao.

Xiao is sometimes called the Land of the Dragon due to the cultural significance of dragons to its people. Unlike in most of the world, dragons are viewed with reverence and respect in Xiao and the Emperors have been dragonriders. This is sourced to the founding of Xiao, supposedly founded by a legendary hero called Di Shi who made peace with the dragons who at the time lived in the mountains. Even today, the mountain range known as the Divide is inhabited by the dragons, while the Xiao live in the fertile plains.

With the exception of the Di Shi Dynasty, every dynasty of Xiao has used a naming structure in which they change their name to (Number) Emperor of (Dynasty Name). For example, the current emperor, who was born under the name Qu Lao He, is the seventh emperor of the Qu Dynasty. He therefore took the regnal name Qu Qi Huangdi, or "Seventh Emperor of Qu," upon his ascent.
