Flowing down the eastern slope of massive Madrigals Wall lies the Governor's District, a mix of upscale aristocratic neighborhoods and military compounds. 

Governors Keep crowns Madrigals Mount , the highest hill that crowns the ridge bounding the western walls of Haven Towne. This fortress and the associated Madrigals Wall, defend the western land approaches to the city . The eastern slopes of this hill are considered some of the most desirable real estate in the city, being slightly cooler, slightly above the stench of the city proper and offering beautiful sunrise views of the city. It is here that Haven's old merchant families and blue bloods maintain their massive estates. 

Governors Keep itself not only houses the private residence of Haven's chief executive (Governor Rodrigo Gonzalez Davila) but also the Hall of Council where the Sea Lords, the representatives of the The Merchant Houses that really run Haven meet to debate policy and make law. 

Governors Keep is also a fully functional fortress and military installation and the linchpin of the defenses of the western approach of the city . The eastern battlements of the keep are integrated into Madrigals Wall, the tall fortified western wall that runs along a ridge to the west of the city and guards the cities land approaches 

Huge cannon line both western and eastern battlements of the fortress. While officially these eastern guns are in place to defend against attacks from the sea, the whole city knows the real reason is to quickly and brutally suppress any revolts or insurrections. From their vantage high on Madrigals Mount they could reach any part of the city with devastating effect

Madrigal's Wall, built by the Marcus Madrigal Governor after the Recall,  is not only high but immensely thick, and sloped to resist cannon fire. Cannons line it, in addition to towers spaced along its length. This wall is only pierced in two places, the Gate of the Sun in the south and the Gate of the Moon in the north. Both these massive gates see considerable traffic at all times of the day and night. 


The other notable building in this region is the Mithran Temple of the Sun. Not far from the gate of the Sun this massive religious complex is the center of the Orthodox Church of Mithrasand is a major pilgrimage site for many Mithrans. 

This district is bounded by Madrigals Wall to the east, the harbor to the north and Governors Way to the east.
