In the realm, only those with a writ from the Seat of Occult Licensure may practice magic. Maerlyn D'Ambrosio, the Court Sorceress, can get pretty intense about rogue practitioners. The official reason is to root out the heresy of The Tempest, but people say it's really because Maerlyn can't abide competition. Still, a few dozen privileged few do practice various arts under an official writ.
Other than the Court Sorceress' personal library, the Archive is where many official documents are produced, such as maps and books.
