Sentinel Duties - NWA Corridor Consilium

Policy

  • Structure and Confirmation Requirements

    • The operational unit of the Northwest Arkansas Corridor Consilium (hereafter "Consilium") directly charged with providing for the defense and security of the Consilium is formally designated as the Office of the Sentinel and Seneschal. This document will hereafter refer to this unit as "the Office" and members of this unit as "Sentinels"
    • In order to foster the defense of the Consilium in previously unincorporated territory, each Order is expected to raise up at least one Sentinel.
      • Sentinels shall meet the following requirements:
        • Sentinels shall have no judgements against them under the Lex Magica. If a judgement is entered against an active Sentinel, they shall be stripped of Sentinel station and authority.
        • Sentinels shall have achieved the Consilium recognized rank of Adept in one of their ruling arcanum.
        • Sentinels shall have achieved the Consilium recognized rank of Disciple in one of their common arcanum.
        • Sentinels shall have achieved the Consilium recognized rank of Initiate in at least five arcanum.
        • Sentinels shall be judged as having combat prowess, either by Conslilium recognized combat feats, or by assessment of the Adamantine Arrow Councilor.
        • Sentinels shall be judged as having achieved and maintained an understanding Wisdom as certified by the Guardians of the Veil Councilor.
        • Sentinels shall be assessed as free of the influence of Seers of the Throne by the Council of Free Assemblies Councilor.
        • Sentinels shall be assessed as free of mundane leverages and misdeeds by the Silver Ladder Councilor.
        • Sentinel confirmation shall be affirmed by the Mysterium Councilor, their Councilor holding veto power.
    • Sentinels shall organize themselves by their own consent. Should the Sentinels be unable to organize themselves, their organization shall be informed by seniority.
      • Sentinels shall occupy the following positions, each with particular duties and authority:
        • Commander
        • Lieutenant
        • Officer
    • Sentinel Officers report to their Sentinel Lieutenant, who in turn reports to the Sentinel Commander. Use of this chain of command is mandatory. Sentinels receive both standing orders and ad hoc directives from direct-line supervisory personnel in this chain-of-command and from no one else.  The only exception is in the case of emergency.
      • An emergency is defined as any imminent threat to life or limb to the Sentinel or another individual in the Sentinel's presence. Such threats can be immediately obvious (an individual with a weapon) or more ambiguous (an intruder attempting to access world ending information contained in a sensorium). Determining the emergency nature of a situation is left to the discretion of the Sentinel present for the situation.
    • The Sentinel Commander reports directly to the Adamantine Arrow Councilor, and is expecting to report to other Councilors with matters related to each orders's objectives.
    • The Sentinel Lieutenant shall act as a zealous advocate for Sentinel Officers to the Sentinel Commander. The Sentinel Commander shall act as a zealous advocate for the Office to the Adamantine Arrow Councilor.
  • Basic Responsibilities
    • The Office is charges with the first line responsibility to:
      • Assure the safety and security of persons, including Consilium members, non-member, living assets, and visitors to any Consilium campus.
      • Assure the safety and security of Consilium property, including buildings, grounds, equipment, and other non-living assets of the Concilium. This includes non-Consilium property that is located temporarily or permanently on Consilium grounds.
      • Respond to emergency situations or conditions and provide assistance or take actions appropriate to the crisis situation and within the lawful authority of the Office.
    • In fulfilling these three primary responsibilities (protection of persons, protection of property, and emergency-response services), the duties of Sentinels include, but are not limited to, the following:
      • Patrolling Consilium grounds, either on foot in a vehicle authorized by the Sentinel Commander
      • Conducting regular checks and inspections to ensure Consilium safety and security.
      • Reporting damage, malfunctions, faulty equipment, or utilities, or any unusual or questionable or dangerous or suspicious conditions or activities anywhere within Consilium territory, indoors or outdoors.
      • Assisting all individuals to comply with Consilium regulations and rules of conduct within Consilium Territory.
      • Providing security coverage for special Consilium functions as assigned by a direct-line supervisor.
  • Use of Force Continuum
    • Sentinels are not mundane law enforcement officers, but the Consilium does expect some restraint from Sentinels as they act as an extension of the Consilium's authority. To this end, Sentinels will adhere their use of force to the following use of force continuum:
      • Soft presence
        • The authority and station granted to Sentinels should, in most situations, be enough to control a situation. At this stage, Sentinels are expected to act in a courteous and professional manner and allow their standing to ensure compliance.
      • Hard presence
        • If individuals become belligerent or remain non-compliant in the Sentinel's presence, the Sentinel may gain control of the situation without the limits imposed by acting courteously. Sentinels may use loud commands, threats, and other verbal leverage. Sentinels may use magics designed to enhance their presence and otherwise intimidate, but not harm, individuals.
      • Mundane, less lethal, force
        • At this point, all mundane, less lethal, options are open to the Sentinel. This includes, but is not limited to, strikes without a weapon, strikes with blunt force weapons, mundane stunning weapons, and mundane chemical irritants.
      • Magical force
        • If a Sentinel reaches a point of needing to "go loud" by casting spells designed to kill, maim, or magically contain, then the only restrictions placed on the Sentinel will be those places by the Lex Magica or Wisdom itself.
    • Sentinels do not have to move incrementally up this use of force continuum, nor are they restricted to only matching the force used by those they are interacting with. Sentinels are allowed to act using their own discretion, and encouraged to act in a manner that protects bo the Consilium itself, and its image.
  • Position descriptions
    • The Sentinel Commander shall have the following responsibilities:
      • The creation of Office policy not covered by this incorporating document
      • The creation of additional Lieutenant responsibilities and positions
      • The administration of funds provided to the Office by the Consilium and it's Councilors
      • The deputization of additional Sentinel Officers in time of Consilium recognized crisis
      • The coordination of Sentinel resources with Adamantine Arrow resources in times of war
      • The advancement of Office objectives before the Concilium Council and Hierarch.
    • The Sentinel Lieutenant shall have the following responsibilities:
      • The creation of standing orders for Sentinel Officers
      • The daily management of Sentinel Officers
      • The creation of procedure designed to ensure Office continuity and recovery in times of disaster
      • The administration of disciplinary actions against Sentinel Officers
      • The resolution of disputes between Sentinel Officers, and between Sentinel Officers and non-Sentinels
    • The Sentinel Officers shall have the following responsibilities:
      • Dutifully, and in good faith, carrying out the orders created by the Sentinel Lieutenant.
      • Taking actions not specifically outlined by Office policy in the service of the goals outlined within this incorporating document.
