Once named the Crown, the Torc describes the estate that embodies its power. Instead of a Monarch, the ruler of the freehold city-state is the Viceroy.

Where the Torque embodies the coronal power, the Wreath represents the will of the Aristocracy of the four changeling courts. The Wreath contains several key freehold positions, and collectively oversees the various functions of the city-state.

The power of the Torque is both mystical and militaristic. They may command the four seasonal knights as their protectors of the Freehold. The power of the Wreath is one of duty, obligation, and assets. Theirs to command is the not insubstantial number of Fae-Touched who offer political service, but not political allegiance to the Freehold.

A claim to the title of Viceroy is one that the Wyrd itself recognises, upon completing a successful seasonal challenge to the incumbent Viceroy.

Viceroy

The Viceroy is the representative of the Crown in the freehold, even though none hold the position of Monarch for nearly 27 years. In the absence of an actual Monarch, the Wyrd imbues a legitimate claim with all the powers of the Crown itself. Like a Monarch, a Viceroy enjoys the Blessing of a Season (p. 164-165), but instead of manifesting as a crown around the head, it manifests as a torque around the neck.

Each game, a Viceroy may allocate a number of dots of their Season’s Goodwill equal to their own Mantle.

The office of the Viceroy is served by the knights of the Order of the Solstice.
